Drought contingency plan
How the Board declares a drought stage and what each stage asks of customers. Adopted April 24, 2025; reviewed July 30, 2026.
How a stage is declared
Plant operators report the reservoir level to the General Manager every morning. When the level crosses a stage line for seven days in a row, the General Manager recommends the new stage, and the Board or its President declares it.
Stages end the same way: seven days above the line.
